《吕氏春秋》(Lǚ Shì Chūn Qiū), a compilation of the philosophies of the Hundred Schools of Thought. It was created during the Qín Dynasty (秦, 221 - 207 BC) with the patronage of Chancellor 吕不韦 (Lǚ Bù Wéi)
During the Spring and Autumn Period (770 - 476 BC), Duke Wén of Jìn (晋文公, Jìn Wén Gōng) led his army to face off with the kingdom of Chǔ (楚). He asked the minister 狐堰 (Hú Yàn) for advice as to how to defeat the opponent's much stronger army, and 狐堰 advised him to use deception.
The duke then went to ask another minister, 雍李 (Yōng Lǐ), what he thought of 狐堰's suggestion. 雍李 opposed it fervently, saying, "You can drain a pond to catch the fish within, but the next year, there will be no fish to catch. You can burn a mountain's trees to hunt beasts, but the following year there will be no beasts to hunt." This essentially meant that 狐堰's plan was too short-sighted, as trickery would only work once and the 晋 army would then still end up having to face the 楚 troops head-on.
In the end, the duke did actually end up using 狐堰's plan and defeating the 楚. However, when it came time to dispense rewards, 雍李 received a higher award than 狐堰 in acknowledgement that thinking long-term was more important than thinking short-term.
