《春秋左传》(Chūn Qiū Zuò Zhuàn), a famous work that discusses political and military affairs during the Spring and Autumn Period (770 - 476 BC). It was written by the famous blind historian 左丘明 (Zuò Qiū Míng) and is also known as 《左传》(Zuò Zhuàn)
During the Spring and Autumn Period (春秋时期 | chūn qiú shí qī | 770-476 BC), there lived a senior official named 伍举 (Wǔ Jǔ). 伍举's father-in-law committed a crime, and so a frightened 伍举 fled from the state of 楚国 (Chǔ Guó) to the state of 晋国 (Jìn Guó).
While in 晋国, 伍举 happened to ran into an ambassador from the state of 蔡国 (Cài Guó), 声子 (shēng zǐ), and he explained his predicament. 声子 agreed to help 伍举 find a way to return home.
After finishing his business in 晋国, 声子 traveled to 楚国, where he met with the district magistrate (令尹, lìng yǐn). The two of them had a deep discussion regarding the talent of 楚国 and 晋国. 声子 said that 晋国 didn't have as many talented people as 楚国, but they were able to make up for it: because 楚国 didn't know how to properly utilize talent, the talented people left 楚国 and were then happily hired in 晋国. This, he added, was extremely disadvantageous to 楚国.
The district magistrate saw reason in this argument, so he personally went to 晋国 to bring 伍举 home.
