《忠经》(Zhōng Jīng), a work by Eastern Hàn (东汉 | 25 - 220) author 马融 (Mǎ Róng)
During the Spring and Autumn period (770 - 476 BC), the county of 南阳 (Nán Yáng) in the state of 晋国 (Jìn Guó) found itself without a commissioner (县长, xiànzhǎng). 晋平公 (Jìn Píng Gōng, or Lord Ping of Jin) asked 祁黄羊 (Qí Huáng Yáng) whether he knew anybody suitable to fill the position.
祁黄羊 replied, "解狐 (Xiè Hú) would be excellent for the position."
To this, 晋平公 replied, "Isn't 解狐 your rival?"
"You only asked me who would do well in the position, not whether 解狐 was my rival or not."
That was enough for the lord. He appointed 解狐 to the position, and it wasn't long before the people were singing 解狐's praise for all of the good that he was doing for the county.
After a little while, the lord went to 祁黄羊 once more, this time asking about who would be qualified to fill the now-open position in the imperial court.
"My son, 祁午 (Qí Wú), would be an excellent fit," replied 祁黄羊.
"Your son?" asked 晋平公. "Aren't you afraid that people would talk?"
Like before, 祁黄羊 responded, "You only asked me who would do well in the position, not whether 祁午 was my son or not."
Like before, that was enough for 晋平公, and he appointed 祁午 to the open position, where he quickly started earning people's praise and approval for his excellent work.
When Confucius heard of 祁黄羊's actions, he praised him: "His recommendations were entirely based on one's ability, regardless of whether the person was a rival or a relative. You can really use 大公无私 to describe him."
